How to build a new development pattern under the ＂two overall situations＂

The General Secretary of the Supreme Leader pointed out that "leading cadres should have two overall situations, one is the strategic overall situation of the great rejuvenation of the Chinese nation, and the other is the great change that has never happened in the world in a hundred years, which is the basic starting point of our planning work". This is of more significance in the first year of the 14 th Five-Year Plan and the historical intersection of realizing the goal of "two hundred years". It is necessary to look at the current domestic and international situation dialectically and start a new game in the changing situation, so as to deepen the reform and help build a new development pattern and promote the historical journey of realizing the great rejuvenation of the Chinese nation.
Deeply understand the new development pattern
General Secretary Supreme Leader’s exposition on the "two overall situations" profoundly clarified the most distinctive characteristics of the times today, and pointed out the direction for Socialism with Chinese characteristics’s work in the new era in the complicated historical landscape. The Fifth Plenary Session of the 19th CPC Central Committee made a major deployment of "accelerating the construction of a new development pattern with domestic macro-cycle as the main body and domestic and international dual-cycle promoting each other", which is also an important issue repeatedly emphasized by the Supreme Leader General Secretary and has extremely important guiding significance for China’s economic development during the 14th Five-Year Plan period. The new development pattern is a major strategic deployment based on a profound understanding of the "two overall situations."
Building a new development pattern is a strategic choice made in the face of the turbulent and changing world, the economic globalization is facing a countercurrent, and China’s economic and social development is facing a rare and complicated situation. At present, the global epidemic is still spreading, the recession of major economies exceeds expectations, the demand in the international market has shrunk dramatically, trade protectionism and unilateralism led by the United States are prevalent, and China is facing greater external environmental instability and uncertainty. However, China has the most complete and largest industrial system in the world. With the help of a new wave of scientific and technological innovation and industrial transformation, China has made great efforts to turn the huge domestic demand potential into an endogenous driving force for economic development, with strong economic resilience, sufficient potential and large room for maneuver, which has driven the recovery of the world economy. It can be said that the great change of the external environment in the world today is also an important strategic opportunity for China’s development and provides a good opportunity for realizing the great rejuvenation of the Chinese nation.
The new development pattern emphasizes "circulation", which is the equal development of domestic circulation and international circulation and complements each other. Because China has a super-large-scale market, there is a lot of room for economic development, so domestic market circulation is an important foothold for future development. Implementing the strategy of expanding domestic demand, making better use of international and domestic markets and resources, and promoting the benign interaction between domestic and international double circulation, thus forming China’s new advantages in global economic competition.
Deepen reform in an all-round way and help build a new development pattern
After years of sustained development, China has gained a competitive advantage in economic globalization and international division of labor system. World economic development is also inseparable from international cooperation, and closure is not the mainstream of the world. On the macro level, we should solve the problem of widening income gap; On the meso level, it is necessary to solve the problems of urban-rural mobility and the supply and demand of the real economy; At the micro level, it is necessary to solve the breakthrough problem in key technical fields. The new development pattern is to actively deepen the reform, open up the domestic circulation, break the obstruction of the national economic circulation, and promote the comprehensive docking with the international market rules system.
First of all, creating a fair and competitive market environment is a crucial prerequisite and guarantee.Only by deepening reform, breaking the invisible economic barriers in some fields and industries, and effectively strengthening industrial protection can we fully stimulate the vitality of various market players. Only by optimizing the innovation ecological environment, focusing on reforming the shortcomings of China’s education, scientific research and talent management system, and perfecting the design of social system engineering including culture, concept and system, can we create an overall environment that meets the needs of innovation and development, and break through many key technologies that are "stuck in the neck". Only by opening up to the outside world at a high level and creating a first-class business environment can we attract foreign-funded enterprises and international capital and promote the new pattern of domestic and international dual-cycle development.
Secondly, deepen reforms in various fields, build a high-standard market system, and create an institutional environment for building a new development pattern.In the aspect of science and technology system, by establishing the property right incentive system of scientific and technological achievements, perfecting the property right protection system and fair competition system based on the principle of fairness, deepening the market-oriented allocation of factors, stimulating the innovation enthusiasm of scientific and technological personnel, and truly improving the efficiency of economic cycle. In the financial field, the key point is to promote a virtuous circle between finance and the real economy, and it is necessary to continue to promote market access for financial services and capital market reform. In the labor market, promoting mobility is the direction of reform, especially in terms of restrictions on urban settlement, provision of basic public services, smooth circulation between urban and rural areas, and promoting the two-way flow of urban and rural factors. In terms of income distribution, we should give preferential policies to low-income people, expand middle-income groups and release the potential of domestic demand.
Finally, building a new development pattern is fundamentally for the benefit of the people, which requires strengthening social reform in the field of people’s livelihood.Only by continuously improving people’s livelihood can the new development pattern have a strong impetus. In the construction of social security system, fairness and sustainability should be reflected in order to effectively protect the basic livelihood of the people. In promoting education equality, we will promote the integration of urban and rural compulsory education and encourage the development of private education. In terms of cultural development, we should take the cultural industry as the starting point to promote cultural development, improve the supply of public cultural services, enhance cultural self-confidence and enhance cultural soft power. In the aspect of government services, we should deepen the reform of convenience, improve the efficiency of labor force allocation, and provide support for people’s own development.
