The test results of 59 projects under construction in Changsha are announced, and the production lines are all outsourced.

　　CCTV News:Recently, the problem concrete produced by Hunan Tuoyu Concrete Co., Ltd. has been used in real estate projects under construction, which has aroused widespread concern in society. Changsha Housing and Construction Bureau issued a circular saying: After verification, the company’s concrete was used in 59 projects in the same period in the city, and it has been confirmed that the concrete strength of two real estate projects under construction is not up to standard, and another five projects to be investigated are being tested, and the concrete production enterprises involved have been completely shut down.

　　On November 9, Changsha Housing and Urban-Rural Development Bureau reported that in May 2019, Wangcheng Housing and Urban-Rural Development Bureau had doubts about the concrete construction quality of part of Building 10 of the fifth phase of Xincheng International Huadu during the on-site inspection. After several rounds of testing and appraisal by three qualified third-party units, it was confirmed that the strength of concrete members above the 12th floor of Building No.10 of this project did not meet the design requirements. In October, the contractors were required to demolish and rebuild the 12th to 27th floors of Building No.10, and its concrete supplier Hunan Tuoyu Concrete Co., Ltd. has been completely shut down.

　　The circular also said: After verification, the company’s concrete was used in 59 projects in the same period in the city. Of the 22 projects that have been tested, the concrete strength of 20 projects meets the design requirements, and it has been confirmed that the concrete strength of 2 projects does not meet the design requirements, and the remaining 37 projects are undergoing on-site testing.

　　The tests seen by the reporter show that the strength indexes of the concrete members of the main structure on the 12th to 27th floors of Building No.10 in the fifth phase of Xincheng International Huadu are all lower than the design strength C35, and the lowest value is 17.6. It is understood that the design floor of Building No.10 of the project has 34 floors, each floor covers an area of about 400 square meters, and has been built to the 27th floor.

　　According to the test results, the 12th to 27th floors of Building No.10 need to be demolished and rebuilt. On November 11th, the reporter saw at the top of Building No.10, Phase V of Xincheng International Huadu Real Estate that workers were carrying out demolition and cutting operations.

　　Xinhualian Dream City, which is about 4 kilometers away from Xincheng International Huadu, is another project whose concrete strength is not up to standard. The project is located at the side of Yinxing Road in Wangcheng District, and the problem is the 21st to 25th floors of Building No.13 in Phase II.

　　Of the 59 projects involved, the test results of 22 projects have been published before. What about the remaining 37? Yesterday (November 16th), Changsha Housing and Urban-Rural Development Bureau reported again that among the 37 projects that did not publish the inspection and verification results last time, the concrete strength of 32 projects met the design requirements, and 5 projects were under inspection and appraisal.

　　According to the latest report, after investigation by the expert group, Hunan Tuoyu Concrete Co., Ltd. did not strictly control the quality according to the requirements of national standards and specifications in the concrete production process. At present, the public security organs in Wangcheng District have filed an investigation on the enterprises involved, and taken compulsory measures against their legal representative.

　　In Hunan Tuoyu Concrete Co., Ltd., located in Wushan Street, Wangcheng District, Changsha City, the reporter saw that more than a dozen trucks and concrete tankers were parked in the factory, the production equipment had been sealed up, and six production lines had been discontinued.

　　According to the investigators, Hunan Tuoyu Concrete Co., Ltd. has six concrete production lines, and the production lines No.1, No.2, No.3, No.4, No.5 and No.6 are contracted by three bosses respectively, and are operated in the name of Hunan Tuoyu Concrete Co., Ltd..

　　In May, it was found that there might be a problem with the quality of concrete, and then it was confirmed by testing that there was a problem. On October 18, the quality reason was initially identified. On October 21, the relevant departments shut down the production lines No.5 and No.6 of Tuoyu Concrete Co., Ltd., and on November 8, the concrete enterprises involved were completely shut down.
