The Work Plan clearly stipulates that local education administrative departments should be instructed to supervise and ensure the implementation of the student health examination system and the vision monitoring system every semester, and the results of vision monitoring should be recorded in the electronic files of children’s and adolescents’ vision health in time, and reported to the national student physical health system as required.
The Work Plan clearly stipulates that local education administrative departments should be guided to ensure the implementation of the "double reduction" policy, continue to guide all localities to implement the requirements of after-school service, homework management and examination management, and strengthen the monitoring of big data to prevent primary and secondary school students from rebounding from excessive schoolwork burden. Enrich the content of after-school service and give full play to the role of after-school service in promoting students’ physical and mental health development. It is necessary to guide local education administrative departments and schools to start a good physical education class and health class, promote the reform of physical education, do a good job in physical health monitoring and improve the physical management system.
The Work Plan also makes it clear that the prevention and control of myopia among children and adolescents, the overall myopia rate and physical health status should be included in the government performance appraisal, and it is strictly forbidden for local people’s governments at all levels to unilaterally assess education administrative departments and schools based on student test scores and school enrollment rates. Local governments and schools that have seen the physical health level of children and adolescents decline for three consecutive years shall be held accountable according to laws and regulations. It is necessary to bring vision health into quality education, and bring children’s physical and mental health and schoolwork burden into the national compulsory education quality monitoring and evaluation system.
